no speed limits in russia

can someone make a mod that makes ai go max speed in russia (russia maps) like its in germany autobahns in original game. woudl make the russian traffic more realistic thanks

it can be made by changing the country speed limits to 0.0km/h but didnt work when i tried to make it by myself.
