It is not blocked, it was created with the new SCS system. To open it use scs_extractor_1_50 or with Mods_Studio_2_v.2025.01
and inside you will also find the template.
Tommy, deactivate the antivirus, download the mod, extract it and do what you need and then reactivate your antivirus again.

I an’t open file so i can’t scan it on virusses…immediately ends up in the trashbin.
