No. Currently its impossible to make separate sounds for railway traffic light or railway level crossing without editing map itself. It`s a game restriction.
Yes, it is possible to combine train sound and warning lights sound. But! On some maps, you can hear train sound not only on rail crossings. So, if i add rail crossing sound to train sound, you will always hear warning lights sound if train is close to you. No matter train passes rail crossing or not.
Now SCS improves prefab sounds system for ATS. Maybe, they`ll improve ETS too and we get new mod “tools”. Who knows…

But I disagree with that cow statement If am doing 80km in my car with windows open and I pass cows in a field, there’s no way you would hear them, unless there standing on the side of road or something. Same thing could be said of the bird sounds, you would never hear them. A small amount of birds sounds in the city sounds covers it. I do like the new music but not while i’m driving. Nice Mod.
Could I please request a password? I would like to return to the sound of the Eagle from the previous version. Thank you very much for your understanding.

This is weird, i’m carrying Vodka and i hear MOOOO from like cows or something, and really loud too!
If you pass cows you suppose to hear them, it`s normal actually. Read mod descriprion.
