It has something to do with issues regarding traffic density. If they’re added, the game will be flooded with “License plate slots were depleted!” before it crashes to desktop. If they’re not implemented, sports cars and classic cars won’t spawn at all.

Open config.cfg and find parameter r_buffer_page_size
If its value is 10 change to 20.
