Added two new cities and two new towns(Luang Prabang and Sam Nuea).
Fixed the issue of no road shoulders.

I have the ALL WORLD MAP V3 and Southeast Asia Map v0.2.5.3 1.54 mods loaded. However I am seeing a lot of broken roads. Looking at the logs, I could see errors like these:
