UGC v 2.3 for 1.28

Real version of UGC v2.3 with some new content like even more rewards for heavy cargoes.
Everything has been updated for v1.28 and work with double trailers
Added new banks loan to 40 000 000€ with slow refund to make your company always bigger
Works with any trailers, garage or map mod
Tested in v 1.28 with a lot of mod and works perfect but it MUST HAVE THE HIGHEST PRIORITY IN MOD MANAGER
