Make it to a .scs File? Lol..
I tried to download and it works fine.
Also, it’s a ZIP file, just place it on mod folder and activate from game. SCS files are ZIP files, so you don’t need to uncompress it, I just forgot to rename it 😉

This mod is excellent – love the deep rumbling sound!
Instructions to correct the error: \not SCS file\
1º The file \ZIP\ you downloaded click the right mouse button and select \Extract to-Wheels Sound-by-Irreo-1:21 \
2º This will create a new folder with this name and it will be within the files.
3º Open the folder and select all the files it contains.
4º Click the right mouse button and select \Add to Archive\
Will open a new ZIP / RAR window
Select the format \ZIP\
5º Look up and rename the final (file extension) .ZIP for .SCS
For example:
From: Wheels-Sound-by-Irreo-1.21.zip
To: Wheels-Sound-by-Irreo-1.21.scs
6º Compressiom Method: Change to \store\ Select \OK\
Okay, you created your first .SCS file just now lead you into \MOD\ folder, open the game and activate it.
