Place the file in mod folder
Place it on a new game profile and go
You will have 230,000,000 + all accesoires unlock + FAST LEVEL!
Only works with new profiles; tested in ETS2 v.1.21.1.2s

I have same issue, it does not download.
I try to download, but it never prompts me to save anything. Keeps timing out when trying to find it.
