      extract it with winrar, it worked for me with no problem.
      if that is not possbile try to see if your winrar is latest version or try 7zip to extract it.
      But with latest winrar you shpuld be able to extract it.

      i just tried to download but it says no file so it can not be downloaded at this time of writing

   I re-uploaded it without winrar or 7zip, the link provided does not work for me.

   so download and copy to your mod folder.

   hope this helps for ones not able to download through the original link
